Information
The NETC SOP list a procedure to develop training content, it does require an understanding of why and how learning occurs and program management. The SOP is a living document, much like the future state of Navy training, collaboration is necessary to make this process successful, any reader of this document is encouraged to ask question, challenge the process and try to improve it.

The SOP is broken into parts and steps, these parts are built around the main training evaluation points that should occur before moving on to the next part. Steps are the individual actions that need to occur. With that being said, the process is not linear, components of each part can be started, created or captured as required to support the overall project requirements. Think of this as two puzzles that have to work together, the first is a jig-saw puzzle that must be assembled to support the planning, analysis and design phases of training development (that part is assembled using the CPM toolset from the IMP/IMS, Training Situation Report (TSR), JTA/JDTA, FEA and the Projects tab). That assembles a crossword puzzle together in a bigger picture and to ensure that the words go to the right slots (that's done using AIM LO Module's Content Types and more importantly an understanding of the support element types). To use an E2E example, during the TSR, JDTA or FEA specific training items or material can be identified to support a specific content type or a specific element of that content type, an example of that is a JDTA Task KSATR will commonly be developed later in the process as part of the content type's fact element.
